全球各國處於自由經濟貿易的浪潮下，為了促進經濟的永續發展，世界各國無不努力改善或是升級各項交通運輸設施。然而國家的大門--機場卻是旅客們對該國的第一印象；因此，無論是機場的規模、功能或是友善旅客們的便利設施，不但攸關國家門面，更是彰顯國家競爭力的象徵之一。 「航空城」在二十一世紀各國家經濟發展中一直佔有舉足輕重的地位。臺灣在地理位置上處於亞洲物流轉運的中心點，無論是海運還是空運，都因為地利之便的緣故，可以大幅降低旅客或是貨物的轉運費用，是個不可多得的優勢位置。此外，近十年隨著全球各國旅遊業的興盛與交流日漸普及交通運輸等價格親民，國與國之間的民間交流益發深入與熱絡。在這樣的推波助瀾下，與
日俱進的科技引進與改良，為了因應隨之而來的各項設備升級的需求，機場的整體規劃及其鄰近區域的設施，勢必成為臺灣與各國交流的重要場域，益發凸顯「航空城」的設計與規劃是否完善兼具創新的相關問題。國內介紹機場設計之文獻，大多以外觀設計、資訊系統及服務品質為主，對於現行運輸路線規劃、周邊安全影響因素…等資訊較少,因此容易造成周遭居民對於航空城的不了解及安全上的疑慮。 本研究採文獻資料蒐集與整理及深度訪談之方法，依現行相關規劃介紹、可參考的文獻及相關部門所提供之書面資料，加上網路上之資訊，作為研究之參考依據，再分析其相關性，藉以尋求航空城現況與未來發展介紹之依據。
新冠疫情與新型態非傳統安全威脅-我國與新加坡應變機制之比較研究

2019年開始流行的新冠疫情對人類造成嚴重衝擊，各國政府均全力應對，本文從非傳統安全視角比較我國及新加坡疫情應變機制，目的在探討新加坡防疫成功的經驗及方法，作為我國之參考借鏡。新冠疫情最初出現於中國，鑑於兩岸民間往來頻繁，唯恐疫情流入蔓延，我國在初期採取嚴密邊境管制，雖頗具成效，後由於民航機組員染疫而出現防疫缺口，進一步造成我國本土社區感染擴散而進入三級警戒階段，後續在疫苗政策、採購及施打上又因劑量不足，施打覆蓋率也低於新加坡，導致疫情擴大。新加坡在Delta及Omicron病毒流行期間，雖然初期邊境管制不彰，後續進入社區感染又爆發移工問題，但星國政府鼓勵大眾接種疫苗且進行例行篩檢，並進行阻
斷措施、安全管理措施以及疫苗接種差異化措施，鼓勵施打追加劑以因應疫情變化，至2022年4月26日已全面開放施打三劑疫苗的國內外人口出入境，進而使經濟活動復甦，人民得以如常生活。有鑑於病毒仍在不斷變異中，未來我國政府仍應謹慎應對，並參考國外成功經驗，才能確保衛生安全同時兼顧經濟發展。
