預防火災、搶救災害及緊急救護是消防人員的三項主要任務,近年來民眾對於緊急救護服務使用意識的提升,消防緊急救護是指緊急傷病患或大量傷病患之現場急救處理及送醫途中之救護,緊急救護服務內容包括因意外事故或災害造成急待救護者、孕婦待產者、路倒傷病無法行動者、其他緊急傷病者。依據內政部消防署119救護出勤統計資料,可得知消防單位救護勤務量日與遽增。119消防機關執行救護勤務分秒必爭,倘若因發生交通事故無法安全到達事故現場或是安全將傷病患送達醫療院所,勢必需要其他消防單位支援救護車輛,除了造成消防單位能量受影響亦會延誤傷病患就醫與治療之時效。大部分的國人都知道要禮讓救護車、讓救護車先行通行,內政部消防署

及各縣市消防局亦都有製作禮讓救護車宣導文宣,但國人在情急之下聽聞救護車警報器聲響往往不知道該如何禮讓、無所適從。顯示目前的相關宣導品或宣導方式仍有許多改善的空間。爰此,本研究旨在探討如何有效提升禮讓救護車的交通宣導說服訊息對行駛交通者迅速因應禮讓救護車行駛路線,有規律一致的讓出空間。民眾安心禮讓、救護車用路平安、傷病患安全到院,以創造出三贏局面。本研究以雙鑽石流程結合專家訪談概念,透過訪談與問卷歸納出圖卡手拿板設計之魅力因素,根據魅力因素重新設計出禮讓救護車宣導創作圖卡手拿板,為了讓圖卡手拿板更加完善,透過重要度-表現分析法,得到民眾對於宣導圖卡手拿板屬性之重要度及滿意度的相對關係,根據分析結

果判別出需優先改善的項目及整體規劃上調整的方向,讓圖卡手拿板更能滿足民眾之需求,未來相關單位在禮讓救護車宣導上可使用本研究之架構基礎加以發展,進而達成宣導訊息說服的最大效益。
